The Hawaii Opportunity Probation with Enforcement (HOPE), a program using the Swift, Certain and Fair (SCF) framework to deter reoffending by high-risk probationers The rates of successful completion of probation and parole have remained stable--at levels that few consider satisfactory (roughly one-third for parole, roughly three-thirds for felony probation)--in spite of many local, state, and federal initiatives to improve offender outcomes, including treatment-diversion programs.  The robustness of these failure rates suggest a need for offender-management and service-delivery approach that goes beyond the status quo--particularly for drug-involved offenders.  

This report describes an evaluation of Hawaii Opportunity Probation with Enforcement (HOPE), a community supervision program using the SCF framework to deter reoffending by high-risk probationers on Oahu.
